China may be the 2nd largest emitter of greenhouse gases (GHG) on the planet. Since 68% of its primary energy is from coal, China’s average energy intensity is 7. 5 times greater than the EU and 4. 3 times greater than the united states (EU, 2003). As a result, producing high level clean technologies and management to China represents opportunities for Annex I nations to acquire low-cost CERs through Clean development Mechanism CDM projects, and use of among the largest energy saving markets on the planet. The Chinese govt thinks that the introduction of Clean development Mechanism CDM projects would bring high level energy technologies and foreign investment to China, thus helping China’s sustainable development. As energy efficiency is generally low and carbon intensity is full of both China’s energy supply and demand sectors, numerous options exist for cost-effective energy saving and GHG mitigation with CDM. Firstly, this thesis reviewed the present CDM developments in China, attentions received to the renewable energy, energy efficiency and methane capture project opportunities in China.
Secondly, this study introduced China’s current policy on clean development mechanism CDM implementation, and reviewed its permission requirements, institutional arrangements and project procedures. In line with the observations, this study analyzed the present issues and stated the shortfalls of the present Chinese Clean development Mechanism CDM policies and institutional settings. Options to get rid of these barriers received as guidelines. This thesis also looked over the issue of this CDM was made to have double dividends, to lessen the compliance cost of the Annex I countries and also to donate to sustainable development in Non Annex I Parties, however in reality, CDM has caused concerns about whether it might really support sustainable development in host countries.
